The Civil Resource Development and Documentation Centre says about 13 states have no budget information, non-existent spaces for public consultation, and opaque procurement processes.
The organisation said this while unveiling the outcome of the Sub-national Budget Transparency Survey 2018 in Abuja on Tuesday.
The report, which was unveiled by The Lead Researcher/ Project Coordinator, CIRDDC, Ralph Ndigwe, was targeted at ensuring an open, inclusive and accountable budget and procurement process.
In recent times, there had been claims that many states budget were shrouded in secrecy and that procurement processes were not transparently done in line with international standards.
The report said the general goal of the survey was to instil transparency in budgeting and budget process across the 36 states of the federation by focusing on some key indicators.
